			<content:encoded><![CDATA[<p><strong>Goal of the Bicycle Master Plan:</strong></p>
<p>A more connected region where more citizens are riding their bikes safely.</p>
<p>The Bicycle Master Plan (BMP) is a roadmap to achieving this goal over the next several years.  The plan will be project specific containing:<br />
•    specific facility recommendations (such as bike lanes or shared lane signage) for specific roadway segments,<br />
•    specific priorities for implementation in the short, intermediate, and long term timeframes, and<br />
•    policy recommendations that can be adopted by public entities to support the goals of the plan.</p>
<p><strong><br />
Master Plan Coverage Area:</strong></p>
<p>The plan will cover St. Louis City and County, as well as St. Charles County.  The master plan will be coordinated with existing bicycle plans and bicycle and walking plans developed by communities in cooperation with Trailnet.</p>

			<content:encoded><![CDATA[<p>The BMP is going to be divided into two phases of work.  The first phase, taking place this spring, involves data collection and public input on the goals and objectives of the BMP.</p>
<p><strong>•    Date Collection is Underway</strong></p>
<p>A key focus of Phase I is gathering information from communities across the region on how our existing roadway and off-road system handles cyclists and what plans municipalities have for improvement to bicycle facilities.  With a firm understanding of what we have and what is planned, we’ll begin the process of evaluating routes for further study and inclusion in the proposed regional network.  A key objective of this information gathering is to identify early implementation projects that can be started right away, even as our planning efforts are still underway.</p>
<p><strong>•    Public input will be critical</strong></p>
<p>Public engagement is the second focus of Phase I.  Great Rivers Greenway has asked that the public be involved from the beginning to help determine goals of the BMP before a draft is developed by the Consultant Team.  Phase I public engagement activities will include formation of the Technical and Citizen Advisory Committees, a project website, newsletters, and specific outreach geared to policy makers across the region.</p>
<p>During Phase 2 public input opportunities will include web based input maps, as well as open forums to gather information from residents and communities throughout St. Louis County, St. Charles County and the City of St. Louis.  A draft plan will be developed for review by the public and a final plan will be created for adoption.</p>
<p>Technical Advisory Committee (TAC) and Citizen Advisory Committee (CAC) Formation:<br />
These committees, to be formed in the coming weeks, are being convened to help ensure the BMP is truly a regional plan that represents the many organizations and individuals with an interest in bicycling and in our roadways.</p>
<p>The Technical Advisory Committee will be made up of policy makers from entities that fund and manage roadways as well as representatives of advocacy groups.  The Citizen Advisory Committee will include cyclists of all stripes and citizens with an interest in active lifestyles, cycling and livability (some of whom may not bike at all).  The goal of both groups during the first phase will be to offer guidance on the goals and objectives of the Bicycle Master Plan and to develop an outline of what the plan must include to be useful to their organization or constituency.</p>

<p><strong>February – June:</strong>  We invite you to follow the work of the Technical and Citizen Advisory Committees as they weigh in on the goals and objectives of the plan. Meetings of these groups will be advertised on our website and open to the public and the proceedings posted to our website.</p>
<p><strong>June and Beyond</strong>:  Stay tuned for public meetings to review the draft plan and the opportunity to provide specific feedback via an on-line user survey and the “community walk,” an interactive map available to the public for specific suggestions for the plan like preferred routes, routes needing improvement, and connections desired between routes.</p>

			<content:encoded><![CDATA[<p>Great Rivers Greenway is leading an effort along with core partners to prepare a Bicycle Master Plan for the City of St. Louis, St. Louis County and St. Charles County. The Bicycle Master Plan will be an implementable plan for on-road and multi-use trails to increase use of bicycles as a mode of transportation. A Citizens&#8217; Advisory Committee (CAC) is being formed to assist GRG with the Bicycle Master Plan.</p>
<p>Interested parties are encouraged to apply. Applications are due by Friday, February 19.</p>
<p>If you are unable to serve on the CAC, there will be other ways to share your input, both on-line and in person at public meetings.</p>
